Trying to understand what is going on is like putting together pieces of the puzzle. The reason I like these two articles is that they "fit" into pieces of the puzzles that I already know about. I don't know that much about Tibetan exile politics, however I do have first hand knowledge of Han Chinese exile politics, and what it's like on in the inside of a Buddhist temple. I've also met people from the National Endowment for Democracy (and been highly unimpressed). A few comments:

• happy people do not become Buddhist monks or nuns. People who are content with their life and satisfied with their material standard of living, just don't become Buddhist monks. People who do become Buddhist monks and nuns tend to do so because of some huge trauma. I'm guessing that as a result Tibetan monasteries are filled with angry young youths.
• I've also seen how devoted people can be to their Lamas. I'm pretty sure that any efforts by the Tibetan regional government to try to reduce the connections between monasteries and the high Lamas are going have a rather bad counterreaction.
• Finally, one of the interesting parallels is between religion and language. I'm pretty sure that in a generation or two, most of the Tibetan exiles in India would have melted into the general population, but religion is one area were you can keep a culture alive. The reason this matters to me is that one reason I'm trying to make sure that my kids are Buddhist is so that they maintain knowledge of Chinese growing up in the United States, so naturally I'm sympathetic to a Tibetan parent who is trying to keep their kids interested in Buddhism so that they keep the culture in either China or India. One group of people that I've studied where this has been successful are the Amish, who have managed to keep alive Pennsylvania Dutch since this the language they use to separate themselves from the outside world, which they call "English."
• I'm also fascinated with "priesthoods" and the point that you just don't become a high lama by reading books makes sense to me. The reason why is that physicists form a "priesthood" and you have the same sort of dynamics among scientists and mathematicians that you have among high lamas. When you get a Ph.D., you don't merely learn a skill, you become in a very real sense part of a "priesthood."

One piece of the puzzle that I'm missing is interviews with people from within the Tibetan regional government. Particularly ethnic Tibetan officials. There are two assumptions that people seem to be making with regard to Tibet. One is that the ethnic Tibetan officials in Tibet are "puppets" of the central government, and second that the anti-Dalai Lama impulse is coming from Beijing. Based on similar situations, I suspect that the actual reality might be much more complex. One thing that was the case with Soviet officials is that it turned out that the regional officials actually did have quite a bit of power, and second that non-Russian officials in the Soviet Union tended to try to be "redder than red" and "more Russian than Russians."  This also seems to be the case with African-American Republicans, and looking at Tibet, I wouldn't be surprised to see a "Clarence Thomas effect" among ethnic Tibetan officials in the Communist Party. Again, this is all guesswork, but part of the purpose of making up these hypothesis is so that you can see where your preconceptions are wrong if you do manage to get some new hard evidence.

One other thing to point out that people have missed. There is this idea that Chinese have been brainwashed by the Communist Party and those outpouring of nationalism is an example of people mindlessly repeating government propaganda. The trouble with this explanation is that I haven't really seen any Han Chinese who hate the Dalai Lama and think that he really is this evil demon that the People's Daily makes him out to be. The hatred and anger has been directed at the Western media (particularly CNN), the anti-Olympic demonstrations, but not so much at the Dalai Lama. The worst thing that I've heard anyone say about the Dalai Lama is that he is a puppet of American intelligence agencies, but even there, the anger is directed at the CIA.

Also, you have to approach politics with a sense of humor and irony if you aren't going to go insane. One thing that amused me when I read the article on Tibetan exiles was the degree to which the monasteries in India have been funded by overseas Chinese. This is funny to me, since I've given not a small amount of money to Buddhist charities, and I'm amused by the thought that I may have given more help and money to the Tibetan independence struggle than the CIA has.

When asked why he chose Sikkim and not Bhutan, he said, the reason behind diverting our clients to Sikkim rather than to Bhutan is that Sikkim is cost effective and Bhutan is quite expensive for tourists. Moreover, Sikkim and Tibet shares similar tradition, culture, food, religion and language, almost everything.  “Our clients would basically be interested in visiting the monasteries in Tibet. We got the information that Sikkim too has old monasteries which are listed as heritage sites of India,” Mr Sherpa said.

When asked whether the tourists are being diverted because of the disturbances in Tibet, he said, no doubt Sikkim is beautiful and calm but till now Sikkim couldn't build its brand in international level like Tibet. “So it will take time when Sikkim would be counted among international tourist destination,” he added.  His counterpart in Sikkim, Mr Palzor Lachungpa, an advisor to Travel Agents Association of Sikkim (TAAS) received five groups from Nepal said, this is a right time to foster Sikkim into international level so I have designed the best itinerary with cheap rates as they are our guest first and tourist second. “This is also the time to get quality tourist who never bargain like. At the same we would provide them quality services with professional manner,” he added.

At present Sikkim has seven heritage monasteries to offer Buddhist tourist which are Ralang, Tashiding, Rumtek, Phodong, Pemayangtse, Tholung, Enchey and all are more 150 years old, located in East, West, South and North parts of Sikkim. [The Statesman]

Sin embargo algo ha cambiado.

El Dalai Lama que hace unos meses fue recibido por Angela Merkel en Berlín, causando las protestas y el retiro de los diplomaticos chinos en Alemania , volvió a Berlín pero ahora no le ha querido recibir nadie, ni siquiera el Presidente aleman que es el comodín de ocasión para situaciones incomodas. Dijo que tiene la agenda llena y los allegados al Dalai Lama le acusan de mentiroso.

El líder tibetano se ha convertido en una papa caliente que nadie quiere tomar. Por ultimo le pasaron el problema al Ministro de relaciones exteriores, Steinmeier, pero éste tambien se niega a recibirle.

Segun ha dicho voceros del Ministerio, la solución del Tibet pasa por un decisión de China para  mejorar la situación de los tibetanos y China está dispuesta a hacerlo desde que el ministro aleman les puso los puntos sobre las ies:

No es hablando con el Dalai Lama que se mejorará la vida de los tibetanos, sino presionando a los chinos y eso es lo que ha hecho el Steinmeier, segun presume.

En cambio tanto Alemania, como el mundo entero ya no sepreocupan por la llama olímpica y estan ahora preparando el terreno para desalojar a la Junta militar de Birmania.

Quiero aclarar que me voy alegrar cuando esos sinvergüenzas se vayan de allí, pero se me ocurre que el ciclon, la situación de emergencia, los barcos de guerra americanos en mision humanitaria apostados en las costas de Tailandia y el ejército tailandes en la frontera con Birmania, no son hechos para ignorar.

Es muy posible que entre China y USA se haya hecho algun tipo de pacto . Algo así como,

Te doy a Birmania si me dejas el Tibet.

Será cuestión de esperar un poco para ver si estoy en lo cierto.

Representantes del Dalai Lama se reunieron con oficiales del Partido Comunista Chino (PCCh) en la villa Kylin de la ciudad de Shenzhen en la provincia de Guandong, el 4 de mayo. Este es el primer encuentro entre los dos lados luego del surgimiento de las manifestaciones y su represión en Lhasa el pasado marzo.

La agencia de noticias China News Agency de Hong Kong declaró que aunque las opiniones de ambos bandos difieren, la atmósfera del encuentro fue buena. Sin embargo, el representante chino que participó en este diálogo continuó justificando las acciones de las autoridades chinas. “La política que las autoridades centrales adoptaron, así como las medidas tomadas respecto al incidente violento del 14 de marzo, estaban de acuerdo con la ley y fueron completamente correctas. Estas han obtenido amplio apoyo de todo el pueblo chino, incluyendo a los tibetanos”, declaró éste.

que j'ai eu le plaisir de rencontrer à Nyons, lors de Lire en Mai. Puis quelques livres achetés chez le bouquiniste qui vient sur le marché hebdomadaire :

Puis, j'ai lu un peu la presse, très peu... J'ai noté quand même cet article paru dans Libération vendredi dernier, article un peu iconoclaste sur le Dalaï Lama qu'il ne fait pas de mal de lire en ce moment. J'en ai marre que l'actualité tibétaine polarise sur elle toute l'attention parce que Monsieur Lama (Dalaï) est très médiatique. On y parle de ses liens avec la CIA, entre autres choses. La cause tibétaine tend à jeter dans l'ombre les atteintes aux droits de l'Homme dans le reste de la Chine. Et ça m'énerve !

Dass die Ausschreitungen in Tibet kurz vor den olympischen Spielen statt fanden, ist sicher kein Zufall. Und dass in der Berichterstattung meist verschwiegen wurde, dass der tibetische Mob nicht nur chinesische Geschäfte zerstört, sondern auch deren Besitzer umgebracht hat, auch nicht. Das hätte ja auch das Bild von den armen, unschuldigen und friedfertigen Mönchen angekratzt. Dass diese nicht glücklich sind, ist klar; schliesslich waren die Klöster vor der Kulturrevolution alleinige Besitzer nicht nur des Landes, sondern auch von dessen Einwohnern, die als Leibeigene und Sklaven dienen mussten.

Wer eine Landkarte zur Hand nimmt, findet dort kein Land namens Tibet. Es existiert nicht, Wunschdenken hin, Forderungen her. Natürlich gibt es weltweit viele Vertreter eigennütziger Partikularinteressen. Das ist ja auch ok so, nur sollte man Lösungen im Kompromiss suchen und nicht im eigenmächtigen Einfordern von Maximallösungen. Vielleicht besteht längerfristig in China ja die Möglichkeit eines Sonderstatus für die Region Tibet. Aber solange versucht wird, die Chinesen mittels westlicher PR zu erpressen, solle man sich nicht wundern, wenn diese sich das nicht gefallen lassen. Sollen doch die Pro-Tibet-Schreihälse bitte einmal ernsthaft versuchen, auf chinesische Produkte zu verzichten und den Chinesen aufgrund der Ressourcenknappheit am besten gleich noch verbieten, ihren Lebensstil dem westlichen anzugleichen. Ich fühle mich jedenfalls nicht dazu berufen.

Le relais de la flamme olympique qui doit passer par l’Everest, le plus haut sommet du monde, est une « farce », s’exclame l’alpiniste Reinhold Messner. Selon lui, la flamme ne peut pas brûler à de telles altitudes sans apport d’oxygène et les images TV de l’événement « ont déjà été tournées ».

«L’Everest est utilisé pour la campagne de propagande, dit-il – même si on n’aime pas s’entendre dire cela – en 1936 c’était la même chose avec les Nazis, les JO avaient été exploités pour une campagne de propagande aussi». Le 8 mai sera le 30e anniversaire de la première conquête du sommet le plus haut du monde sans bouteille à oxygène. Messner et son ami Peter Habeler ont été les premiers à y arriver. L’alpiniste et ancien membre du Parlement européen, Messner, est en colère au sujet des évènements qui ont lieu au Tibet.

Il a fait flotter un drapeau tibétain de 60 mètres carrés dans son musée de Sigmundskron dans le Sud Tyrol en Italie. «Il a été emporté par le vent mais nous allons en avoir un nouveau, plus grand encore et plus stable», a dit Reinhold Messner. «La Chine a raté sa chance, elle aurait pu être aimée de tous pour avoir donné au Tibet plus de liberté», a-t-il poursuivi. «Le monde aurait pu être aux pieds de la Chine». Reinhold Messner ne peut pas comprendre pourquoi la Chine n’a pas saisi cette opportunité.

L’HÉRITAGE TIBÉTAIN APPARTIENT AU MONDE ENTIER

La question du Tibet devrait concerner la communauté internationale tout entière, car «l’héritage tibétain appartient au monde entier. Sa culture est très riche, et tout le monde devrait la défendre. Cela doit se faire par des moyens appropriés. Aujourd’hui, les mots sont des armes. Nous devons demander plus de démocratie», dit Messner. Le relais de la torche olympique doit continuer à être employé pour dénoncer la tragédie des Tibétains.

Dans la Chine d’aujourd’hui, un système communiste s’allie à un capitalisme absolu et à des éléments fascistes. «Lorsque ces choses coïncident, le diable n’est pas loin», dit Messner. Lorsque les Jeux ont été attribués, c’était avec l’idée que les droits de l’Homme s’amélioreraient en Chine. Mais c’est le contraire qui s’est passé. Et les politiques sont dans une situation difficile maintenant. Ils vont être, d’après l’alpiniste, « frappés de toutes parts ». D’après lui, les Jeux olympiques doivent être une plateforme qui attirera l’attention sur les violations des droits de l’Homme.

Reinhold Messner se souvient à l’occasion du 30e anniversaire de sa première ascension de l’Everest sans bouteille d’oxygène. «Dans les année 90 la montagne a été enchaînée et encordée», a-t-il dit. Il critique la commercialisation de l’ascension de l’Everest et le manque de conscience écologique des alpinistes. A Sigmundskron, il expose une sculpture faite de 100 kg d’ordures ramassées sur l’Everest. «La montagne a un charme des plus puissants lorsqu’on ne tente pas de la domestiquer.»

Paris, May 10 - Two months after the revolt in Tibet, hundreds of Tibetans, French Tibet supporters, Vietnamese, Taiwanese, Burmese and others marched today in the streets of Paris in solidarity with Tibet. Tibetan Community of France and others called for a national day of protest here in France.

Thupten Gyatso, the president of Tibetan Community in France said that "since March 10, the Chinese government has continued a policy of military repression against Tibetan civilians with impunity. Today hundreds of Tibetans have been killed and several thousands of Tibetans are languishing in prison for expressing their political opinion." He called on the Chinese authorities to release all the prisoners immediately.

He also called for free access to media in Tibet, immediate cessation of repression in Tibet and direct negotiation between His Holiness the Dalai Lama and Hu Jintao on the future of Tibet.

A signature campaign asking French president Nicholas Sarkozy to meet with His Holiness was also signed by many people.

Tibetans and Tibet supporters are asking for the cancellation of the Tibet leg of the Beijing Olympics torch.

Mayors of hundreds of towns across France have decided to raise the Tibetan national flag in support of Tibet.

Tibetan community will be organising a national protest once every month and two-day vigil in Paris every weekend.

In the first example of all-women protests, three rallies in Kathmandu were quickly stopped by police.

It was the biggest round-up since Tibetan exiles began near daily demonstrations in March.

Protestors wearing black armbands wept and shouted "We want free Tibet" as they were dragged to police vans.

Police said those detained were being held in detention centres around the capital, and would be freed later.

Kathmandu is home to thousands of Tibetan exiles who have mounted almost daily protests against Beijing since deadly riots broke out in the Tibetan capital Lhasa in March.

Rioting erupted after days of protests pivoting around the anniversary of the failed 1959 Tibetan uprising against Chinese rule.

More than 20,000 Tibetans have been living in Nepal since fleeing their Himalayan homeland after the failed uprising and China's subsequent crack-down.

Nepal says it cannot allow Tibetans to demonstrate because it recognises Tibet as an integral part of China.

But the UN says the mass arrests are against the spirit of a society governed by the rule of law.

1950年にはじまった中国の侵攻で、チベットはその一部となった。チベット人は過酷な思想弾圧を受け、また漢民族の大量入植や同化政策によって民族としての存亡の危機にある。

この映画では、被支配層である貧しいチベット人の子供は教育が受けられないという状況が描かれる。教育なしには文化の担い手になることもできない。そこで親たちは、二度と会うことが難しいとわかっていながら子供たちを亡命させる。
北インド、ダライ・ラマ14世のチベット亡命政府があるダラムサラの「チベット子供村(Tibetan Children's Villages & Schools)」をめざすのだ。現在では1万5千人の子供がこのように生活を送っているとか。

雪が残る4000mもの高度の山を、着の身着のまま、いやそんな言葉も生易しいぐらいの粗末な衣服で越えていく子供たちと、ガイドたちの献身。過酷だ。だけどそれだけではなく「チベット人であることを守り、つなげていく」という強い思いを感じた。

このDVDの英語版サイトの、チベット問題の政治的背景について説明したページにはこんな言葉があった(監督自身のメッセージだろうか)。

ぼくらの日常からは遠く、青臭くも感じられる言葉かもしれないが、現地で問題に肉薄した人の言葉であることを尊重したい。その重さを想像する力を持ちたい。

この映画の日本語版を制作したのは「チベットサポートグループKIKU」。チベット難民子弟の教育・医療を行っている団体らしい。

BEIJING (AP) - Un hombre fue detenido por decir en internet que pensaba apoderarse de la antorcha olímpica durante el recorrido de la llama por el oriente de China, informó la policía el domingo.

El sospechoso, un chino de 28 años identificado sólo por el nombre de Tang, fue arrestado en la ciudad de Zhenjiang, en la provincia oriental de Jiangsu, por difundir rumores por internet y perturbar el orden público, dijo un funcionario de la oficina local de seguridad pública que se identificó únicamente por su apellido, Zhang.

Tang escribió en un espacio de conversación por internet que deseaba organizar un grupo para tomar la antorcha cuando llegue a Nanjing, cerca de Zhenjiang, el 24 de mayo, dijeron la policía y medios estatales de comunicación.

El sospechoso fue detenido el 7 de mayo y permanecerá detenido 10 días, indicó Zhang.

La agencia oficial de noticias Xinhua dijo que Tang labora en una compañía de telecomunicaciones en Zhenjiang, y que en un mensaje en un espacio de conversación en línea dijo que era buscado por la policía debido a su intención de prepararse para viajar a Nanjing con el propósito de apoderarse de la antorcha olímpica.

TIBET: DETENIDAS MAS DE 500 TIBETANAS EN NEPAL

KATMANDU, 11 (ANSA) - La policía nepalesa detuvo hoy a 562 mujeres tibetanas, que luego fueron liberadas, en una manifestación contra China realizada en Katmandú, informaron fuentes de las fuerzas de seguridad.
    La protesta, la primera realizada sólo por mujeres, fue convocada bajo el lema "Queremos un Tíbet libre".
    Las mujeres fueron subidas por la fuerza a vehículos de la policía y llevadas a centros de detención, donde luego fueron liberadas. ACZ

"Los boicots olímpicos nunca han servido para nada"

Adidas, el gigante de los artículos deportivos, está presente en China desde 1994, un mercado que ha alcanzado un volumen de cerca de 6.000 millones de dólares en 2007 y que de aquí al año 2010 se convertirá en el más grande del mundo tras el estadounidense. En estos momentos, el consorcio tiene 4.000 tiendas en China y 264 fábricas producen para él. El 49% del calzado de Adidas y el 32% de sus productos textiles proceden del imperio del centro.

El presidente de Adidas, Herbert Hainer, de 53 años, habla de los 70 millones de euros con los que su empresa patrocina los Juegos Olímpicos de Pekín, de su rechazo a un posible boicot y de los incidentes registrados en distintas ciudades del mundo al paso de la antorcha olímpica.

Pekín 2008 - Sobre el desarrollo de los derechos en China

Cuando Juan Antonio Samaranch anunció la concesión de los Juegos Olímpicos de 2008 a la ciudad de Pekín, muchos observadores internacionales se preguntaron dónde había quedado aquello de los derechos humanos y de los valores que inspiraron al barón Pierre de Coubertin.

China se abriría al mundo. Los Juegos habían de convertirse en la puerta de acceso del mundo occidental, y de todos sus negocios, al país más aislado del planeta. El suculento negocio del desarrollo económico chino ocultó resquemores. Y tuvieron que ser unos monjes, los tibetanos, los que alzaran la voz aprovechando el trayecto de la antorcha olímpica.

SIDNEY (Reuters) - Los atletas australianos tendrán libertad de expresión sobre todos los temas durante los Juegos Olímpicos de Pekín, incluyendo el delicado asunto de los derechos humanos.

El Comité Olímpico Australiano (AOC, por sus siglas en inglés) afirmó que otorgará a sus atletas la libertad de referirse a cualquier tema en entrevistas con los medios y en sus páginas en internet, pero destacó que permitirá que participen en protestas en la capital china.

"Ese es el límite, para nosotros, los atletas tienen el derecho a tener su propia opinión y a expresarla," dijo el sábado el presidente del AOC, John Coates.

"Estamos tratando de mantener las formas con respecto a como están siendo conducidos los Juegos (...) pero aún así, les otorgaremos a los atletas la oportunidad de expresar lo que muchos de ellos consideran que son asuntos importantes," precisó el dirigente en diálogo con periodistas.

El COI y el Comité Organizador han mostrado su preocupación por las posibles manifestaciones durante los Juegos Olímpicos, tomando en cuenta la probable participación de atletas dentro de la villa, pudiendo generar reacciones desfavorables para la justa veraniega.
Sidney, Australia.- El presidente del Comité Olímpico Australiano (COA), John Coates, advirtió hoy que existe la posibilidad de que algunos deportistas realicen protestas durante las ceremonias de premiación de los Juegos Olímpicos Beijing 2008.

En conferencia de prensa al término de la reunión anual del COA, Coates recordó que el Comité Olímpico Internacional (COI) no desea que los juegos sean empañados por demostraciones políticas o de ninguna índole, sin embargo, “pueden ocurrir y habrá que lidiar con ellas de acuerdo con qué tan serias sean”.

Los manifestantes se encadenaron a favor de los Derechos Humanos

Activistas tibetanos se han atado en forma de protesta frente a la embajada china en Kathmandu, Nepal, en otra manifestación en favor de los Derechos Humanos. La policía intervinió cortando la cadena y deteniendo a los manifestantes.
Los exiliados tibetanos en Nepal han llevado a cabo protestas casi diarias desde la ola de violencia que afectó al Tíbet el pasado mes de marzo y la dura actuación de las fuerzas de seguridad chinas.
Las protestas tienen lugar normalmente ante la embajada china y las oficinas de la ONU en Katmandú.

La oposición birmana denuncia un fraude electoral masivo en un referéndum marcado por el caos tras el ciclón

Pese al rastro de destrucción que ha dejado a su paso el ciclón 'Nargis', la Junta Militar de Birmania (Myanmar) ha seguido adelante con el plan para aprobar su proyecto constitucional, que hoy han votado en referéndum. De nada han servido los llamamientos de la ONU para que toda la acción del régimen se centre en hacer llegar la ayuda a los afectados y en levantar las trabas para que entren en el país los cooperantes.

El principal partido de la oposición democrática birmana, la Liga Nacional por la Democracia (LND), que dirige la premio Nobel de la Paz Aung San Suu Kyi, ha denunciado un fraude masivo en el referéndum. El portavoz de la LND, Nyan Win, ha explicado a la revista disidente The Irrawaddy, con sede en Tailandia, que agentes gubernamentales han ido casa por casa de los que no se han acudido a votar y les han obligado a firmar un formulario como que depositaron el voto.
