As he left the mosque in Mogadishu, the capital, Osman Ali Ahmed was shot and died in hospital of his injuries.

After years of conflict, this is the latest in a string of attacks on officials, that is plagued by lawlessness.

An insurgency against the government troops has been staging by islamist groups and their Ethiopian allies, who ousted them from power in 2006.

A UN official told AFP news agency that Mr Ahmed was attacked in Mogadishu's southern Bulohube district.

"The gunmen shot Ahmed as he was leaving evening prayers in the mosque in Bulohube", he said.

In the incident, Mr Ahmed’s son and another man were also wounded, the Associated Press news agency quotes a neighbour as saying.

Ceasefire

Mr Ahmed had been covered in blood and unconscious as he was taken to hospital, said the neighbour.

A day before the shooting, an explosion in the capital reportedly killed a Somali official, his wife and four others.

In Somalia, though the governement and opposition Islamist groups have signed a ceasefire last month, recent violence continue, because the deal has been rejected by some factions.

They had killed at least 71 insurgents last week, said Ethiopian troops, who are in Somalia to support the government.

This year, as the security situation has deteriorated, thousands of people have fled Somalia, aid agencies say.

The country has experienced almost constant civil conflict, since the collapse of Mohamed Siad Barre's regime in January 1991.

Later this year, nearly half of Somalia’s population is likely to require aid, warned the UN.

The cost of our "surveillance society" is now around £20bn according to the Taxpayers' Alliance, equivalent to £800 per household, this cost icludes £19,000m for the propose ID Card Scheme, £500m spent on CCTV cameras, £300m for the DNA database, and £68m spent by local councils on the use of RIPA and chip and bin schemes. In addition to these costs the government has spent £5.5m protecting and looking after terrorists who ought to have been deported long ago! Glyn Gaskarth Policy Analyst for the TaxPayers’ Alliance, said:

“The Government’s £20 billion Big Brother measures are a costly way of making us less free but no more secure.  The Government should target the real extremists rather than eroding the civil liberties of ordinary, law-abiding people, and in the process, wasting billions of pounds of our money.”

With such expenditure on such a grand scale to build such  grand schemes that chip away a little of our personal freedom and privacy every day, it is little wonder that David Davis is finding it difficult to persuade government ministers to debate the issues with him. They are running scared and don't wish to face public scrutiny of their plans to extend "database Britain", or defend the inability of the "surveillance state" to prevent crime or materially increase our security. The ability to snoop into our lives, track our movements, compile dossiers on every citizen, hold our most personal information (even that of innocent children), know the state of our individual health or ailments, charge us per mile for our movements, weigh and identify the debris and detritus of our lives, is all together too high a price to pay for the limited amount of confirmed successful prosecutions that are meant to secure our safety.

Money could easily be transferred away from these schemes to provide real tangible benefits that would increase security without destroying our traditional freedoms.

"Taking just a little at a time" has been the way of the current Labour administration and it is slowly but surely eroding the values of a British society that was long held as a beacon for other nations to follow, our traditional freedoms, rights, and responsibilities as individuals are being chipped away in favour of more and more state intrusion. Will $7.50 a gallon be our new reality?

OPEC president Chakib Khelil warned Sunday that oil prices will continue to rise because of the falling dollar, in an interview in the Algeria-News."The price of oil will rise again in the coming weeks. We have to follow the evolution of the dollar, because a one percent fall in the dollar means four dollars more on the price of oil," Khelil, who is Algeria's minister of energy and mines, told the independent daily.

"As producer countries we think that the current supply is sufficient, that this balance in supply is in everybody's interests and that it shouldn't be disturbed, because the current rise in oil prices is in nobody's interest," the head of the Organisation of Petroleum Exporting Countries stressed.

He also commented on the geopolitical effects on the price of oil, notably the crisis between Iran and the West over its nuclear programme and rejected the theory that oil cartel members were against boosting production to put a downward pressure on prices.

"I believe that 60 percent of the rise is due to the fall in the exchange rate of the dollar and to geopolitical problems, and 40 percent to the intrusion of bioethanol on the market," he said.

The pig, pinned in his sty after the 7.9 magnitude quake, was bought by local businessman Fan Jianchuan who was moved by its ordeal and named it "Zhu Jianqiang", or "Strong Pig", according to state media.

It survived by eating charcoal and drinking rainwater.

"Thanks to Fan Jianchuan, Zhu Jianqiang's miraculous struggle to live was not in vain," People for the Ethical Treatment of Animals Director Jason Baker said in a statement.

"Zhu Jianqiang has shown beyond a doubt that pigs, including the billions who are killed for food, have the same overwhelming will to survive that humans and all other animals do," he added.

"I hope that people who hear this story will do something for pigs, too, by not eating them."

The group has given Fan a framed certificate.

Pork is the main staple meat in China. The Chinese character for "house" is made up of the word for "roof" over the word for "pig".

Some guy in Darwin, Australia, cracked open an egg while making dinner and found a dead gecko, a kind of lizard, inside. I wish I made that up, because it sounds like the beginning to the most awesome joke ever (with alternate endings where the lizard wakes up and says either "What, you have the technology to cook in Darwin now?" or "Hey, what’s the entire population of Darwin doing here!")

Anyway, this guy happened to be the Northern Territory president of the Australian Medical Association, which is hilarious in its own right but I’m not entirely sure why. That’s not the disturbing part, though. Check this out:

"Eggs are made inside chooks up this tube from their bottom.

"Now obviously this tube is in contact with the whole outside world.

"It has to be that the gecko climbed up inside the chook and died up there while the egg was being formed before the shell was put on it."

Now, I don’t know about you, but a chicken’s ass isn’t the kind of place I’d wanna go for a summer vacation. I can see the gecko now: "Oh hey, a chicken orifice, I’ll just check out what’s up in here... wait, I... shit, what’s the... shit! Fuck, not again. Mum warned me about this!"

That’s so insanely fucking creepy, though. This lizard actually crawled inside a chicken, figured that perched on top of an embryonic KFC drumstick seemed as good a place as any to kick the bucket, and promptly got itself encased in carbonite an egg. At what point during its trip up a farm animal’s derrière did the gecko think this was a good idea? At what point during letting a small reptile CLIMB UP ITS ASS did the chicken think “Sure, why not?”

"Certainly the gecko wouldn't have been ingested by the bird. It would be physically impossible for it to make its way from the digestive tract into the area where the egg is formed.

"So it's a case of the gecko actually making its way through the cloaca of the bird and onto the developing egg."

So. Freaking. Wrong.

Now, I should point out here that the reason this is considered newsworthy, other than the fact that it’s sure as fuck nothing else ever happens in Darwin, is because this kind of thing (you know, geckos regularly chilling out inside chickens) could be responsible for infecting eggs with salmonella and provide an explanation for how the potentially deadly bacteria is transferred – then presumably find a way to, um, stop it from happening. The fact that it was the NT’s Australian Medical Association PRESIDENT who happened to discover this incredible world first is apparently a huge immaterial coincidence and probably not at all related to any AMA funding for salmonella research which could come out of this incident. Either that or people finding geckos in chicken eggs is just really common in Darwin but no one thought it was weird until this fancy schmancy educated guy came along. Or no one else in Darwin even knew what a gecko was.

Either way, the whole thing was worth it just for the article’s lead in sentence: "The Australian Egg Corporation has expressed surprise at the discovery of a gecko inside a chicken egg." – There’s also an Australian Chicken Corporation, but the two companies are currently locked in a deadly high-stakes lawsuit over which was established first.

The neighbor, whose wife told officers she should have called police on the girls for "putting on a show" by walking around naked or in sexy lingerie, was told by officers responding to the call to put the binoculars away.

Seattle police responded to the call on Queen Anne Avenue North on June 22 when one of the girls reported seeing the neighbor looking at her with binoculars.

She also told police she had seen the man looking into her window with the aid of a flashlight.

Responding officers at the women's apartment said they saw the neighbor shut the blinds of his window when they looked outside.

The man, and his wife, acknowledged they had seen the women through their windows.

The wife said it was hard not to notice because one of the women was always "putting on a show."

The women said the blinds were broken but that they would ask their landlord to make repairs.

Latin American leaders have sharply criticised as "barbarous", "xenophobic" and "racist" new European Union legislation on clandestine immigration that allows extended detention of undocumented workers.

"It hurts us deeply that there is no respect for the human rights of Latin American immigrants, who had to leave and seek elsewhere what they don't have in their own lands - just like their grandparents did," said Uruguayan President Tabare Vazquez, speaking at the 35th summit of the Mercosur trade bloc in Argentina.

The EU laws are "xenophobic and discriminatory," he said.

The EU's "return directive", which was passed by the European Parliament in June, allows the detention of irregular immigrants up to 18 months, and bans re-entry for scofflaws for five years.

The law has received repeated strong criticism from South American leaders, who were intent on issuing a resolution condemning the policy during the Mercosur meeting.

Combined, the bloc is the fifth largest economy in the world, which together with the other South American trade zone, the Andean Community, aims to form a South American Union, Unasur, modelled on the EU.

'Legalised barbarism'

The Mercosur "member states and associate states reject any attempt to criminalise the irregular migration and the adoption of restrictive immigration policies," reads the resolution, which also noted how, conversely South America had welcomed with "generosity and solidarity millions of European migrants in previous centuries."

The contrast in the two continents' attitude towards immigration was a common theme amongst the leaders.

Europeans who landed in the Americas "took possession of thousands of hectares of land, mines, natural resources and exploited our people," accused Bolivia's president, Evo Morales, while immigrants in Europe "are not exploiting anyone - they are not taking possession of thousands of hectares of land and mines; they are not destroying the natural resources."

"We were very generous with the Europeans who arrived in our land in the last century, and the truth is that it is not fair for our people to get a denigrating treatment," said Chile's Michelle Bachelet.

Ecuadorian President Rafael Correa, for his part, said that the Return Directive embodies racism and discrimination.

"We need a strong stance...in defense of the dignity of our people," Venezuela's president, Hugo Chavez told his fellow leaders, according to the Associated Press. "Civilized Europe - I say that ironically - has legalised barbarism."

Mercosur brings together Argentina, Brazil, Paraguay, Uruguay and Venezuela, while Bolivia, Chile, Colombia, Ecuador and Peru have associate member status. Mexico is an observer.

The bootees are already used when dogs enter mosques, and dogs would only be used to search Muslim homes in exceptional circumstances. Only last week Muslims were moaning about being searched by sniffer dogs at railway stations.

Muslims should realise that many people find aspects of their beliefs offensive - such as the ritual slaughter of animals - will this be banned to suit the wishes of the indigenous people of the UK? No, of course not.

So here's my take on the Google/Viacom situation:
The short version is that after a 18 months of wrangling/threats a federal court judge has demanded Google hand over logs of every user, every search, every video watched and how many times users took the time to watch it. Basically the entire history of YouTube is being laid bare and you, a humble user, will have your personal history laid bare for a great big faceless corporate entity to flick through at will.

Actually no that isn't really the case.

Viacom's argument is they want to assess that out of all the content on YouTube how much of it is legally theirs and how much of it is footage of babies, skaters falling on their asses and Ms Carolina fluffing her lines. If Viacom can can prove the extent of Google's liability it can also assess how much of that $1billion they are suing for is likely to come their way. Because Google are like, so not caring about the whole copyright thing.

Also not the case.

youTube has been in trouble over copyright violation almost since day one with the appearance of the Lazy Sunday clip from Saturday Night Live. Deciding that coming up with an amicable solution was better than being sued into oblivion (bear in mind this was a small startup at the time) was to 1) let any material flagged by users as being in violation of copyright can be taken down immediately 2) clips would be limited to only 10 minutes (unless it's original material, in which case you can work away) and 3) if a studio wishes they can run streaming ads across their own material if they wish to post it.

That's as good as it gets. Ask and it will be removed. It's not like YouTube is able to control what's up on the ste, that's the beauty of user generated content.

Viacom's counterpoint is the stuff of hight comedy and I almost like them for displaying a kind of laziness found only in American corporate culture (this is a country where companies try to sue themselves after all).
1) Infringement of copyright harms their ad revenue and future production 2) online video is as valuable as TV broadcast 3) YouTube/Google is liable for everything put up on their site, they should be screening each of the 65.000 vdeos uploaded daily for violations.

Of course Viacom could be doing the last one themselves but apparently that's too hard. So they reject the simple solution to a simple problem and go straight for the cash. They just need to prove they are losing out. Because, like, P2P sharing ofr HD material isn't affecting them at all in comparison to cut up clips of reruns streaming in poor quality.

The part that really makes me chuckle is their attitude to online video as a revenue source. During the writers' strike Viacom said writers were not entitled to video from online sources as it was for promotional purposes only and had NO MONETARY VALUE - even though ads were being streamed across content on network websites.

Viacom, and the federal justice system for that matter, aren't interested in who specific users are, they just want to pin a monetary value on their troubles by matching column A of what they want with column b of what they think they can actually get. Sure they have my username and an IP address but the latter change frequently and does anyone really want to trawl my user history for Cosby Show outtakes? Thought not.

So I'm not terribly worried about Viacom, a US business, having access to my viewing history as an Irish person living far away from their domestic market. Figuring out who I am out of a worldwide audience of millions would just be too damn hard. God bless America.

Світові ціни на продукти харчування суттєво виросли. Досі в експертній оцінці уряду США йшла мова про удорожання на 3% , яке зумовлене саме переходом на біо-паливо. Але на минулому тижні британська газета „Guardian“ оприлюднила висновки експертів Світового Банку про те, продукція біопалива зумовила подорожання продуків харчування аж на 75%. Ці висновки викликали велику стурбованність в усьому світі і ініціювали цілу низку дискусій як на міжурядових рівнях, так і в медіа-просторі.

Першим зреагував Європейський Союз, який закликав негайно розпрощатись з амбіційною ідеєю нарощування використання біопалива в тому вигляді, в якому він існує зараз. Очікується, що на саміті країн великої вісімки, що почався сьогодні в Японії, це буде однією з основних гарячих дискусійних тем.

Втім, повернемось до викликів, які наразі постали перед науковцями. З моменту проголошення Бушем вимог до збільшення продукції біопалива, рослинна наука раптом з падчерки природничих наук на очах перетворюється на улюблену доньку. На світових ботанічних конгресах американські науковці починають свої доповіді з цитат Джорджа Буша, при цьому песимістично зауважують, що навіть за умов безграничних вливань фінансових ресурсів, вони запізнюються з виконанням плану десь на 5 років. Європейська наука намагається тримати темп і хоча б не відставати. Німецьке міністерство освіти і науки сформулювало пріоритети і виділило фінансування одразу для цілого ряду проектів, що стосуються пошуку альтернативних джерел енергії і оперативно інформує про це на недавно відкритій веб-сторінці.

Варто внести ясність в те, що вважається біо-паливом. Я вже якось про це писала, тому коротко нагадаю. Біо-паливо першого покоління це біоетанол і біодизель. Біоетанол (або просто спирт) роблять з різних видів цукрів – сахарози і крохмалю. Сахарозу добувають з цукрового буряка, цукрової тростини, а крохмаль з кукурудзи, пшениці і картоплі. Біодизель виробляється шляхом етерифікації рослинної олії, яку добувають з рапсу або олійної пальми. Як бачимо, сировина для біо-палива першого покоління це високоякісні продукти харчування, що, власне, і зумовило значне подорожчання їх. Завдання науковців, селекціонерів залишаються такими ж, як і раніше: отримання високоврожайних сортів зі збільшеним вмістом цукрів і олії, збільшення стійкості до шкідників, хвороб і несприятливих умов навколишнього середовища. Втім, проблеми ціни на біо-паливо і продукти харчування це все не вирішує.

Інша справа біо-паливо другого покоління з біомаси. Вся деревина, солома та рослинні рештки складаються з целюлози, яка є нічим іншим, як складною молекулою з цукрів. Якщо її якимось чином розкласти, то можна використати для бродіння і отримання етанолу. Проблема полягає в тому, що побічний продукт хімічного розкладання целюлози є токсичною сполукою, а біологічне розкладання целюлози складний біохімічний процес, який до того ж слабо вивчений. Тому наразі зусилля вчених спрямовані з одного боку на вивчення цих процесів, з іншого, на пошук організмів, які справляються з цим завданням.

Навесні цього року американські вчені прозвітували про прочитку геному гриба Trichoderma reesei , який здатен розкладати біомасу до простих цукрів. На меті стоїть пошук генів, що відповідальні за деградацію біомаси. Після прочитки геному на науковців очікував перший сюрприз: геном містить на диво мало генів, що кодують ферменти, які безпосередньо задіяні в розкладанні целюлози. Тому наразі вчені зайняті порівнянням цих генів з іншими подібними з інших організмів, а також вивченням життєвого циклу гриба. Чи буде саме цей організм використовуватись в технології виробництва біо-палива ще незрозуміло, але Joint BioEnergy Institute (JBEI) вже зайнятий тестуванням ефективністю роботи окремих ферментів.

Most security and insurance experts agree that burglaries tend to increase during July and August when it stays for daylight longer, when most people go on vacation.

Burglars know the signs that let them know a family isn't at home: a porch light left on all day, newspapers piling up in the driveway or a mailbox that is stuffed full, said Chris McGoey, a longtime security consultant, trainer and speaker.

Those are some of the more obvious signs. But there are things burglars look for that may not be so obvious.

Leaving the blinds closed so nobody can see in while you're away is a double-edged sword, said McGoey, who also runs a security-education Web site called Crime Doctors. While a potential burglar can't see your valuables, closed blinds and curtains are also a sign that tells him no one is home.

The good news is there are a number of things you can do to protect your house or apartment while you are away.

•Won't you be my neighbor? "The best method is to seek help from adjoining neighbors in watching your home and making it look occupied. Have them park a car in your driveway, raise the window shades occasionally, put out garbage cans on schedule, etc.," McGoey said in an e-mail interview.

•Lockdown: Ensure that all door and window locks are working properly. Rose Rougeau, a spokeswoman for AAA Texas, suggested investing in slide-lock protection for sliding glass doors, which are a frequent entry point for burglars.

"Garage windows and doors should also be secured," she said.

•Remote control: "Consider buying a light timer set for every evening," Rougeau said. "Setting up multiple timers in alternating rooms works best."

•Rearrangement: Rougeau also suggests moving electronic equipment away from the windows so it won't be easily visible, and arranging for lawn service if you will be away for more than a week.

Protecting your home from burglars while you're out of town doesn't mean you are free from them while vacationing. Thieves are known to target hotel rooms, McGoey said. Some tips:

•Aim high: He suggests choosing a newer hotel and requesting a room on an upper floor to reduce crime exposure.

"Ground-floor rooms are more vulnerable to crime problems because of access and ease of escape," he said in a Crime Doctor article. "In a high-rise building, rooms above the fifth-floor are usually safer from crime than those below because of lesser accessibility and ease of escape."

• You are not alone: Women traveling alone or with young children should use car-valet services and try to avoid hotel parking lots. They should also ask a bellman or desk clerk to be an escort to their room, McGoey said.

•Anybody there? Putting a "do not disturb" sign on the hotel-room doorknob, leaving a TV or radio on loud enough to hear through the door and leaving a small light on at all times will help deter a potential burglar, he added.

McGoey said he has heard hundreds of stories about how a home burglary wiped out years of records on home computers and ended up in the loss of irreplaceable items, and ultimately left the family feeling unsafe.

"Some families move after a burglary for fear the intruders will return," he said.

Erneut ist es zu massiven Problemen im Rechenzentrum der Bundesagentur für Arbeit (BA) in Nürnberg für die Hartz IV-Leistungen gekommen. Verschiedene Betroffene hatten vergangene Woche dem Erwerbslosen Forum Deutschland mitgeteilt, dass sie im Zuge der Erhöhung der ALG-II-Leistung ab 1. Juli ohne Leistungen da standen. Ein Fehler im «Batchlauf» führten offenbar dazu, dass viele ALG II Bezieher bisher ihre Leistungen für Juli nicht pünktlich erhalten haben. Nach Angaben von Mitarbeitern in Berliner JobCenter sollen allein in Berlin über 10.000 ALG-II Bezieher von dem System-Fehler in Nürnberg betroffen sein. Ein Presssprecher der Bundesagentur für Arbeit (BA) wollte dies am Sonntag gegenüber dem Erwerbslosen Forum Deutschland so nicht bestätigen. Er sprach jedoch davon, dass bundesweit tausende Hartz IV-Bezieher betroffen sind.

Besonders pikant: es existieren in den einzelnen JobCenters bislang auch keine vollständigen Listen, welche ALG II-Bezieher dies im Einzelnen betrifft. Soweit die Betroffenen nicht selbst in ihrem JobCenter vorstellig werden, könne der Fehler auch nicht durch eine erneute Anforderung der Zahlung berichtigt werden. Das Erwerbslosen Forum Deutschland übte scharfe Kritik an der Informationspolitik der BA. «Wir haben kein Verständnis dafür, dass die BA nicht selbst an die Öffentlichkeit geht. Es ist ja inzwischen eine Realität, dass so Betroffene zunächst damit vertröstet werden, das Geld sei angeblich unterwegs oder sie tagelang auf einen Vorschuss warten müssen», sagte Martin Behrsing, Sprecher des Erwerbslosen Forum Deutschland.

Passgenau dazu soll am Freitag dann auch noch eine neue interne Dienstanweisung erlassen worden sein, nach der die Sachbearbeiter ab sofort nur noch maximal 50,00 EUR Vorschuss in Bargeld auf ausstehende Leistungen gewähren dürften, statt wie bisher 100,00 EUR. Der Pressestelle der Bundesagentur für Arbeit lagen darüber jedoch keine Informationen vor.

Das Erwerbslosen Forum Deutschland rät allen Hartz IV-Beziehern, die bisher noch keine Leistungen erhalten haben, nächste Woche bei ihren Argen/JobCentern vorstellig zu werden und sich die Leistungen in bar ausbezahlen zu lassen. Keineswegs sollten sie sich damit «abwimmeln» lassen, dass keine Barzahlungen möglich sein.
