<content:encoded><![CDATA[<p>Today, September 5, 2008, we have no work, yehey! and I am in Luanda and not in mina.  And today is a very special and important day for all Angolans since for the first time in 16 years, they will go out of their house to cast their votes in the election.</p>

<p>The election that is to a  great degree of expectation that the ruling party MPLA (<strong>Movimento Popular de Libertação de Angola</strong>) headed by Jose Eduardo Dos Santos will continue on governing the republic but the opposition party UNITA (<strong>União Nacional para a Independência Total de Angola</strong>) will still remain on hold and hope that they will overturn the widely expected MPLA party to win.</p>

<p>The incumbent President Jose Eduardo Dos Santos is flooded out with confidence that his party MPLA will win this election against UNITA.  Personally the month-long campaign is generally free of violence but tagged by accusations of anomalies on overleaping of election paraphernalias.</p>

<p>For expats like us, we were advised not to go out and just stay home to avoid inflictions on possible commotions.  As for me, I did abide by their advise and hook up with TFC via <a href="http://now.abs-cbn.com/">ABS-CBN NOW</a> listening to DZMM.</p>

<p>In Luanda, starting today, it has been declared a national holiday to render the Angolanos the time to cast their votes into the polls. It's a no work day until the weekend that surely be a long weekend but a long weekend home stay for most Expats in Angola.  However, in mina of Camissombo, just today is a no work day but tomorrow it is a normal working day - back to the salt mines!</p>
<p>Last election that Angola had was unpeaceful and disorderly that ended in a civil war.  I just wish and hope that it will not happen again and that today's election will be peaceful and orderly that we can go back to our own work normally.</p>

<p><strong>Anteprima. «Amiche mai», sarà il titolo</strong> dell'atteso duetto fra Ornella Vanoni e Mina nell'album che uscirà il 17 ottobre. Dovrebbe essere l'ultimo disco della carriera della Vanoni.</p>
<p><strong>Del duetto si parlava da tempo</strong>, ma il titolo della canzone, composta da Andrea Mingardi, è il colpo di scena. Fin dal titolo si capisce che la Vanoni voleva fare dell'ironia e uscire dalla retorica delle due vecchie glorie che la gente voleva rivali.</p>
<p><strong>Anche Ramazzotti aveva scritto una canzone </strong>per il duetto. Ma alla fine, vista la scelta di Mina, ha deciso di cantarla lui stesso in duetto con la Vanoni. L'album, prodotto a metà fra Celso Valli e Mario Lavezzi, avra molti altri duetti. Con la Vanoni canteranno infatti Ramazzotti, Gino Paoli, Gianni Morandi, Lucio Dalla, Fiorella Mannoia, Irene Grandi, Carmen Consoli, Claudio Baglioni.</p>
<p><strong>Il titolo della canzone del duetto Mina-Vanoni</strong>, «Amiche mai», sembra parafrasare un successo di Antonello Venditti, «Amici mai». «Amiche mai» rientra nel tipico humor di Mina, che riesce a immedesimarsi in un duetto solo se l'insieme la intriga.</p>
<p><strong>La registrazione del duetto avverrà lunedì 8 settembre.</strong> Non si vedranno in faccia le due regine. Una a Lugano, l’altra a Milano. La canzone di Mingardi e quella di Ramazzotti dovrebbero essere gli unici inediti del disco. Gli sranno brani già famosi.</p>

<td><span style="font-family:Arial;font-size:x-small;">Hajj or pilgrimage to Mecca is one of the five pillars of Islam. Hajj was made obligatory in the 9th year of Hijra. The Holy Prophet sent off 300 Muslims under the leadership of Hazrat Abubakr Siddique (may Allah be pleased with him) to Mecca so that they could perform Hajj. That was the year when it was banned for the Mushrikeen (those who associate partners with Allah) to enter Ka’ba. It was also made unlawful to perform Tawaaf (circling of Ka’ba) with naked body.</p>
<p>The following year, 10th Hijra, the Holy Prophet (peace be upon him) announced a head of time he himself would perform Hajj that year. He led tens of thousands of Muslims to Hajj that year and demonstrated to Muslims how to perform all the rites and rituals of the Hajj. This Hajj is known in history as Hajjatul Wida’ or Farewell Pilgrimage because this proved to be the last Hajj the Holy Prophet (peace be upon him) performed. At the end of this farewell pilgrimage, the divine revelation that had started some 22 years ago came to an end with the following verse of Surah Al-Maidah:</p>
<p>“This day have I completed My commandments for you, and have brought to its fullness the favor that I have bestowed upon you, and have chosen Islam as your religion”</p>
<p>.Hajj is an act of worship just like Salat (five daily prayers) and Sawm (fasting in the month of Ramadan). Muslims from all over the world gather in Mecca in the last month of Muslim calendar and worship Allah. Hajj is a special worship that lasts for several days. This is an occasion that brings Muslims of all countries, colors, and races to one place – the Ka’ba. This is a unique opportunity of worshipping Allah collectively in a large gathering at one place.c</span></td>

A Muslim who intends to perform Hajj must make sure, before departing for Hajj that his family is provided for during the period he is away for the Hajj. He should pay up his debt and seek forgiveness from fellow human being whom he might have caused harm in the past. He should be diligent in observing Salat (five daily prayers) and Sawm (fasting) in the month of Ramadhan as well as carrying out other religious obligations. He must shun all arrogance and exhibit a character of modesty and humbleness. He must not use unlawfully acquired money or unlawful means to perform Hajj. He should seek sincere repentance from Allah of all his past sins. In short, one should depart for Hajj just like one would wish to depart from this world.</p>
<p>One should spend some money in charity as well. A woman is not allowed to perform Hajj alone and must be accompanied by an adult Muslim Mahram (father, husband, son or brother etc.)</p>
<p>One should say two Rakat Nafl (supererogatory) prayer before leaving home for Hajj.</span></td>

This pair of clothing is called Ihram. One sheet should be wrapped around the lower part of the body and the other sheet around the upper body; the head should not be covered. Women can perform pilgrimage in the cloths they are wearing. Under normal circumstances a woman’s face should not be covered unless she comes face to face with a stranger and she has to conceal herself. During the five days of Hajj, all Muslims engaged in this worship must remain in this same simple dress. As soon as a pilgrim puts on Ihram and declares his intention to perform Hajj, he/she enters into the state of Ihram and his/her Hajj begins. </span></td>

 “Labbaik Allahumma Labbaik; La Shareeka-laka Labbaik; Innalhamda wan-na’mata-laka wal-mulka Lashreeka-laka"<br />
Translation:<br />
“Here I am, O Allah! Here I am in Thy August presence; there is no associate with Thee, here am I; surely all praise is Thine and all favors are Thine and the kingdom is Thine, there is no associate with Thee.”<br />
These words are recited in Arabic and called “Talbiyah”. These words are an essential part of the state of Ihram and Ihram will not complete without reciting these words. After saying Talbiyah pilgrim is ready to fulfill his obligation of Hajj and is required to fulfill all the conditions laid down for Hajj. While one is in the state of Ihram it is strictly forbidden to engage in foul talk, sexual conduct, arguments, or enter into a war. Allah says in the Holy Quran: “ …so whoever determines to perform the Pilgrimage in these months, should remember that there is to be no foul talk, nor any transgression, nor any quarreling during Pilgrimage. …” (2:198)</span></td>

<p>After praying two Rakats of prayer at Muqam-e-Ibrahim, the pilgrim then moves to “Safa”. At this place, he should face towards Ka’ba and recite Durood, Takbir and Talbiyah. The he should walk briskly towards Marwah and recite the same at Marwah. This counts as one circuit. Now one should move to Safa’ and repeat the prayers. One should complete seven circuits between Safa’ and Marwah. These circuits are called Sa’ee.</p>
<p>After performing the circuits between Safa’ and Marwah, one is free to move about and go to a resting place.</span></td>

After the Fajr prayer a pilgrim leaves Muzdalifah and arrive at Mina. On the way to Mina one should pick up seventy small stones. As soon as he reaches Mina, he should cast seven stones at Jumrah-tul-Aqba. This act of throwing stones is called Rami. With the throwing of the first stone the requirement to repeatedly recite Talbiyah is lifted. If the pilgrim intends to sacrifice an animal then he should do that after casting stones ad Jumrah-tul-Aqba. After offering the sacrifices a male pilgrim should have his head shaven and female pilgrims are required to cut a small part of her hair. Femle pilgrims are not permitted to have their heads shaven. After the hair cut one can remove the Ihram and may now wear regular cloths.</span></td>

After this last circuit, the pilgrim should drink water from Zumzum, kiss the threshold of the door of the Ka’ba, and pray to Allah for forgiveness. The he settled his wife, Hajira, and his son, Ishmael, at this place. There was no water at this place and it was not a part of any thoroughfare. The ultimate goal of this unparalleled sacrifice was that his place should serve as a center of universal guidance; that from the progeny of Hadrat Ishmael living in this area would come the greatest prophet whose advent marked the sole cause for the creation of this universe and who would be a mercy for all mankind. The teaching that he brought down would be for the entire world and for all times. In spite of having no sign of any provisions at this place, Hadrat Ibrahim’s (peace be upon him) expectations were superceded. Allah made provisions for water at that place. Slowly the place became populated and was called Becca or Mecca. This was the place where Hadrat Ibrahim (peace be upon him) found lost signs of the first House of Allah that was built for His worship and re-built this house with the help of his son. He fervently prayed to Allah to make this house the “Place for Humanity”.</span></td>

At the time of construction of Ka’ba, Hadrat Ibrahim brought it down and placed in the corner of the Ka’ba as a great sign and a monument. Anyone who performs pilgrimage is expected to kiss this memorial stone. This stone is part of Allah’s mark and is a sign of Him being the Supreme Being. One loves things that belong to one’s beloved. The same philosophy exists behind kissing the stone. This stone has no power and it provides neither benefit nor harm to anyone.</span></td>

<content:encoded><![CDATA[<p>When we returned from Ontario, Mina - my little SPCA kitten - was sick. She was vomiting, lethargic, not herself. We took her to the vet. Two days later, she was diagnosed with panleukopenia . This virus is one of the worst things a kitten can get. It does horrible things to the intestines, makes the cat throw up constantly and gives it diarrhea. There is no direct cure. Mina had to be hooked up to an IV and force fed, day after day. This ordeal lasted almost a week. Monika would go visit Mina during the day, then we'd both go visit after my work was done in the evening. Mina recognized us both and responded well to our company. She would crawl up my T-shirt and onto my shoulder and sit there purring.</p>
<p>On Friday, it seemed that Mina was well enough to come home. We didn't want to leave her at the vet's anyway - they wouldn't permit us to visit during Sunday and Monday of the long weekend. So we liberated her from the cage for the final time; Monika watched the little black ball of fur crawl awkwardly around the pavement outside for a while. Under the afternoon sun, Mina became quite a little celebrity - people stopping to pet her, one girl even taking a photo.</p>
<p>We took Mina home and adminstered drug after drug, forced water and food down her mouth with a syringe. She started fighting these doses harder and harder. I thought maybe it was a good sign. The cat with the fight in it is a strong cat. A survivor.</p>
<p>But on Saturday, Mina started behaving very strangely. She was yewling in as if in horrible agony. She lost her motor control and staggered around. She would take a few steps and then fall over. Then try again. She started twitching on my living room floor. Finally, she died.</p>
<p>We have good reason to believe that the virus had spread to her brain. At that point, the situation is beyond hope. And indeed, for both of us, the feeling afterwards was one of utter hopelessness. I've never been affected by a pet so much. She was such a bright and affectionate little cat. I miss her so much.</p>
<p>I had been increasingly gloomy even before Mina succumbed to illness - disatisfied with having to be in an office nine hours a day, unhappy with my writing going nowhere. So on Tuesday, I went into my company headquarters and announced my resignation.</p>
<p>To my surprise, the company took it all very well, and suggested that I work on a freelance basis for them. I have accepted this offer. I couldn't be happier. It will mean working mostly from home, and it will free up a lot of time for other opportunities. Meanwhile, there is apparent new progress on the fiction front. I hope to have more news to report on that later this week.</p>
<p>It's a blistering hot day in Montreal, and I have renewed faith that this is still the best place for me to be. Despite my first genuine misfortune here, things might be turning around.</p>

<content:encoded><![CDATA[<p><span class="MsoNormal"><span>El multimillonario proyecto portuario de Punta Colonet, Ensenada, está rodeado de sospechas de corrupción y conflictos de interés entre el gobierno panista y el exgobernador Ernesto Ruffo Appel, quien posee más de mil hectáreas en la zona beneficiada.</span></span></p>
<p align="justify">En los últimos meses, la disputa generada por dos megaproyectos relacionados con el desarrollo de Punta Colonet –la mina para la obtención de titanio y hierro en el subsuelo marino y el puerto de altura, que la Secretaría de Comunicaciones y Transportes (SCT) pretende licitar en los próximos meses– pone al descubierto una supuesta red de corrupción.</p>
<p align="justify">Según los planes de la SCT, la Bahía Colonet se convertirá en un gigantesco desarrollo con 10 muelles de 400 metros cada uno, suficientes para aceptar embarcaciones de gran calado. Con éste se busca controlar el tráfico de carga de la costa Pacífico y el tránsito de mercancías y energéticos.</p>
<p align="justify">El Congreso de Baja California no sólo canceló su apoyo al Desarrollo del Proyecto de Punta Colonet, sino que ya exige a la administración estatal que explique sus planes respecto del mismo. Bernardo Martínez, secretario de gobierno de Baja California, se limita a aclarar que la inversión en Colonet  será superior a los 10 mil millones de dólares.</p>
<p align="justify">Mientras que, ante la prensa, Eugenio Elorduy asegura que se trata de un proyecto estratégico para el desarrollo de México. El gobernador indica que la inversión “busca beneficiar a las grandes mayorías y no a ciertos intereses que no están bien identificados”, en alusión al grupo Minero Lobos –encabezado por Gabriel Chávez–, que tras una investigación perdió la concesión de la mina.</p>
<p align="justify"><!--more--></p>
<p class="subtilulo" align="justify">Revocan concesión</p>
<p align="justify">El secretario general del gobierno estatal confirma que Gabriel Chávez Aguirre, Adolfo Rodríguez Haros y Sergio Saucedo Martínez perdieron las anuencias que habían obtenido para la extracción de metales en Punta Colonet, proyecto que se contraponía al del megapuerto de carga.</p>
<p align="justify">Bernardo Martínez precisa que el 9 de mayo pasado el gobierno federal inició los trámites de cancelación y dio un plazo de 60 días al Grupo Minero Lobos para que se inconformara contra dicho procedimiento.</p>
<p align="justify">Al no haber respuesta, las autoridades federales determinaron anular los permisos para la explotación de minerales en la zona sur del municipio de Ensenada. Con el título 225 mil 263, la concesión minera –que permitía la explotación de minerales metálicos (titanio)– fue la primera en su tipo, tras la reforma a la ley minera hecha en el sexenio de Vicente Fox.</p>
<p align="justify">Con ésta, el Grupo Minero Lobos podía explotar 32 mil hectáreas de costa, que coincidían con la zona donde se planificó un puerto del desarrollo de Punta Colonet, detenido éste durante dos años. En ese tiempo, la minera Lobos debió realizar estudios para confirmar el potencial del sitio concesionado, lo que, a decir del gobierno federal,  nunca se hizo.</p>
<p align="justify">En 2005, la sociedad Baja California Puerto Enterprise (BCPE) –conformada por Grupo Minero Lobos y SSA Marine México– se dijo dispuesta a llegar a un acuerdo con la SCT, pero en agosto pasado dicha Secretaría publicó en el Diario Oficial de la Federación un decreto en el que establece que la zona concesionada será puerto de altura y cabotaje.</p>
<p align="justify">Por la contraposición de sus planes, SSA Marine y Hutchison Ports se enfrentan. La primera de ellas está asociada con Grupo Minero Lobos, para la explotación de minerales en la costa de Baja California, la segunda promueve con la SCT la creación de un puerto.</p>
<p align="justify">El interés de ambas es el manejo portuario de contenedores, dado el potencial comercial e industrial que alcanzaría la zona, ya que millas al norte, los puertos de Los Ángeles y Long Beach están ya saturados y la mercancía procedente de Asia busca otro punto de entrada al continente.</p>

<p align="justify">El exgobernador panista y excomisionado para Asuntos de la Frontera Norte, Ernesto Ruffo Appel, adquirió mil 315 hectáreas en Punta Colonet, por 3 millones de dólares, además de adquirir 10 mil hectáreas de terrenos planos a 270 kilómetros de Tijuana.</p>
<p align="justify">De acuerdo con una investigación del exdiputado priista, Jaime Martínez Veloz, los socios de Ruffo son el constructor Roberto Curiel Ortega, con quien fundó la empresa Puerto Colonet Infraestructura que busca controlar toda la construcción del nuevo embarcadero; Héctor Moisés Calderón, accionista de la inmobiliaria que vendió los terrenos, y Juan Manuel Chávez García. Con éstos creó la empresa Integradora Baja Aeropuerto, que adquirió 3 mil hectáreas para construir un aeropuerto internacional de carga.</p>
<p align="justify">El operador del puerto será Hutchinson Port Holdings, que opera actualmente los cuatro puertos más importantes de México: Veracruz, Manzanillo, Ensenada y Lázaro Cárdenas. Esta empresa pertenece a Li Ka Shing, uno de los hombres más ricos del mundo que comenzó con la especulación bursátil en Hong Kong.</p>
<p align="justify">El círculo de socios se cierra con Union Pacific, una de las empresas ferroviarias más importantes de Estados Unidos, que no sólo operaría toda la carga por tierra de Punta Colonet a Estados Unidos, sino que realizaría el trazo y colocación de vías ferroviarias en dos sentidos entre ese puerto y San Isidro, California.</p>
<p align="justify">Union Pacific tiene entre sus miembros del Consejo de Administración al expresidente Ernesto Zedillo, quien durante su administración privatizó el sistema ferroviario y puso en venta los derechos de vía.</p>
<p align="justify">El nuevo proyecto portuario busca sacar provecho de la saturación de los puertos californianos y del Tratado de Libre Comercio. Mientras que Long Beach y San Pedro tienen 27 terminales principales de carga y accesos ferroviarios fáciles, en Punta Colonet se instalarán 17, cifra que supera todos los puertos mexicanos.</p>
<p align="justify">Los dos puertos californianos manejan 40 por ciento de toda la carga que llega a Estados Unidos. El 80 por ciento de productos que llegan de Asia a América entran al mercado estadunidense por sus terminales. Pero están a su capacidad máxima.</p>
<p align="justify">Martínez Veloz asegura que 70 por ciento de todos los contenedores descargados en California llegan de acuerdo con las disposiciones del Programa de Seguridad de Contenedores, que es un puerto estadounidense creado para que la revisión de la carga sea en los países de embarque, facilitando así un comercio más expedito.</p>
<p class="subtilulo" align="justify">El puerto, casi un hecho</p>
<p align="justify">El Grupo Minero Lobos ha perdido los seis amparos que promovió para defender su concesión, asegura Bernardo Martínez. De acuerdo con el secretario de gobierno, la Consejería Jurídica de Presidencia ya emitió un dictamen que garantiza al municipio y al estado la viabilidad del proyecto portuario.</p>
<p align="justify">En conferencia de prensa, el presidente municipal de Ensenada, César Mancillas, indicó que los intereses del Grupo Minero Lobos no se pueden anteponer al proyecto más importante de los últimos 50 años. Agregó que en torno a Colonet hay muchos intereses y se trata de proteger que en el proceso no haya quienes antepongan estos intereses sobre los del bien público.</p>
<p align="justify">Ante estos hechos, BCPE propuso conceder dos terceras partes del espacio solicitado (2 mil 400 hectáreas) para que ahí se desarrolle el puerto de la SCT. Gabriel Chávez Aguilar, su director, dijo en conferencia de prensa que “nos interesa poder crear un polo de desarrollo integral. La zona puede ser explotada en lo mineral y en lo portuario”.</p>
<p align="justify">Agregó que “si hay otro proyecto como el que pretende la SCT podemos ceder las hectáreas para realizarlo, pero nosotros queremos contar con el derecho de operar un espigón, donde se puedan atracar hasta nueve barcos”.</p>
<p class="subtilulo" align="justify">Conflicto de intereses</p>
<p align="justify">Ernesto Ruffo Appel advierte que ante la falta de claridad en el megaproyecto de Punta Colonet, varios puertos de la costa oeste de Estados Unidos y Canadá han empezado a ampliar sus instalaciones.</p>
<p align="justify">Los costos seguramente serán más altos, pero si no hay alternativas, los barcos irán a descargar ahí en enero de 2011, señala. Agrega que el tema de Colonet tiene su propio dinamismo, basado en la congestión de contenedores en los puertos de Los Ángeles y Long Beach, donde para diciembre de 2010 será imposible mover más contenedores, tras un crecimiento anual sostenido de 8 por ciento.</p>
<p align="justify">Ruffo Appel reconoce que promueve, “con mucho entusiasmo”, el proyecto de Punta Colonet, pero no por sus propios intereses, sino “porque es un lugar de características ideales: aunque hay otros lugares con profundidad en el lecho marino, no tienen los espacios para crecer ni la posibilidad de una conexión por ferrocarril”.</p>
<p align="justify">El pasado 8 de agosto Bahía Colonet se habilitó con carácter de puerto en navegación de altura y cabotaje y se espera que su licitación se dé en los próximos días.</p>
<p class="subtilulo" align="justify">Asunto bilateral</p>
<p align="justify">Estados Unidos ya nombró un representante para iniciar las negociaciones entre ese gobierno y la Unidad Jurídica de la administración de México.</p>
<p align="justify">La administración estadunidense presentó una propuesta para desarrollar el puerto. Se trata de numerosas puntualizaciones de carácter jurídico y técnico, dijo el alcalde de Ensenada, que involucran recursos, participaciones e inversión pública y privada.</p>
<p align="justify">De acuerdo con Mancillas, se analiza cómo será el desarrollo urbano del poblado y se pretende llegar a acuerdos para no afectar a terceros, en especial a los propietarios de la tierra, por lo que está en diálogos con los ejidatarios, quienes llamaron la atención de los funcionarios cuando brindaron su apoyo a la postura asumida por la Legislatura de Baja California, que negó la anuencia al megaproyecto para la construcción de un puerto de altura.</p>
<p class="subtilulo" align="justify">Los ejidatarios</p>
<p align="justify">Jesús Lara Aguirre, representante de alrededor de 650 ejidatarios de las comunidades que forman parte del núcleo urbano de Punta Colonet, asegura que, al igual que el Congreso del estado, tampoco conocen el proyecto. Denuncia que, incluso, han sido ignorados hasta por las autoridades del gobierno estatal en sus demandas de información de primera mano sobre lo que se pretende hacer en esa región del municipio de Ensenada.</p>
<p align="justify">“Tuvimos que llevar nuestra gente hasta Mexicali. Los representantes de los ejidos fuimos a visitar al presidente de la mesa directiva del Congreso local, Ricardo Magaña Mosqueda. Nosotros somos los dueños de la tierra, miembros de esas cuatro comunidades, por eso el diputado Magaña, que es panista, se enojó. Él vio la injusticia de que nos quieran jugar, la manera en que nos quieren agandallar, especulando con nuestras tierras, sin saber nosotros qué van a hacer, ni cómo nos van a pagar lo justo. ¿Nos van a desplazar, qué van a hacer con nosotros? Nos ofrecen mucho progreso, pero nos tienen a oscuras. Tuvimos que hacernos presentes en el Congreso para que se acuerden que existimos”, dice.</p>
<p align="justify">Los frentes de playa que involucran al puerto Colonet son propiedad de los ejidos 27 de Enero, Villa Morelos, Gustavo Díaz Ordaz y Héroes de Chapultepec, que tienen propiedad desde el farallón, donde se ubica la primera señal de la SCT.</p>
<p align="justify">Los ejidatarios, acostumbrados a vivir sin intervención gubernamental, acuden ahora a las autoridades, porque algunos promotores, mediante engaños, han intentado por distintas vías, apropiarse de sus predios.</p>
<p align="justify">Según se prevé, el ejido Villa Morelos podría ser el más afectado, ya que se ubica al centro y a los lados de la desembocadura del arroyo San Rafael, y es posible que parte de los terrenos se excaven e inunden durante la construcción. Cabe la posibilidad, incluso, de que por sus tierras circule el ferrocarril que deberá integrarse al puerto para llevar la mercancía hasta Yuma, Arizona.</p>
<p align="justify"><span style="text-decoration:underline;">Los ejidatarios han recibido a distintos emisarios, quienes buscan comprarles terrenos. Algunos se vendieron, por desconocimiento, en cinco dólares el metro cuadrado. Ahora, los corredores de bienes raíces de México y Estados Unidos ofrecen hasta 25 dólares por metro cuadrado.</span></p>
<p align="justify">Según Lara Aguirre, los ejidatarios están a favor de un proyecto como el que se habla, ya que representaría una oportunidad para propiciar el desarrollo de la economía de esa zona.</p>
<p align="justify">Indica que aquí aumenta el problema de rentabilidad en la actividad agrícola; sin embargo, advierte que “estamos exigiendo que también haya transparencia en todo esto y sería muy lamentable que por falta de coordinación entre autoridades y de comunicación con la comunidad, vaya a frustrarse la realización de un proyecto de esa naturaleza”.</p>
<p align="justify">“No entendemos –añade– por qué las autoridades tienen tanto trabajo en transparentar las cosas”. Ni siquiera el gobernador ha atendido sus solicitudes de audiencia, en lugar de ello envió al secretario de Desarrollo Económico, Sergio Tagliapietra a entrevistarse con ellos, “pero ésta fue sólo una visita de cortesía, porque el funcionario no dio explicación alguna”.</p>
<p align="justify">Lara Aguirre dice que, “como dueños de la tierra, queremos saber lo que está ocurriendo”. Advierte que las cuatro comunidades ejidales rechazarán el plan maestro de Desarrollo Urbano de Punta Colonet, que supuestamente está en elaboración, en caso de que no sean tomados en cuenta.</p>
<p align="justify">Los ejidatarios temen un intento de expropiación por parte del gobierno federal para beneficiar a los concesionarios, por lo que han establecido un frente común para evitar ser despojados. Ellos desean formar parte del desarrollo que por décadas les ha sido vedado, y piden a los gobiernos estatal, municipal y federal transparentar el proceso del Puerto de Colonet.</p>

<p align="justify">En días pasados, los organismos empresariales de Ensenada solicitaron al gobierno federal que asigne a un coordinador del plan maestro del proyecto Colonet, pues “son muchas las cabezas y cada una camina por su propio lado”. Esto, advierten, sólo genera dudas.</p>
<p align="justify">En un documento, el Consejo Coordinador Empresarial de Ensenada, la Comisión de Promoción Económica de Ensenada, el Consejo Consultivo Económico de Ensenada y el Consejo de Desarrollo Económico de Ensenada coinciden que el Puerto Colonet es un proyecto de trascendencia internacional y nacional, con potencial para impulsar el desarrollo de la península al vincularla con la economía de la cuenca del Pacífico.</p>
<p align="justify">Sin embargo, critican la ausencia de un responsable del Proyecto de Puerto Colonet, con autoridad suficiente para coordinar la participación de diferentes secretarías federales, estatales y municipales. Dirigido a los diputados Héctor Ramos Covarrubias y Francisco Javier Paredes Rodríguez, el documento señala que hay grupos de interés que influyen de distintas formas en el proyecto.</p>
<p align="justify">“Al caer bajo distintas jurisdicciones, se ha permitido que permee la descoordinación, por lo que la toma de decisiones no corresponden a una visión nacional consensuada sino a la percepción de cada una de las instancias, con su propio interés en el proyecto. Al no existir un coordinador, con autoridad para orientar y concertar, se está perdiendo la oportunidad de generar un plan integral para desarrollar un Puerto para el siglo XXI, y lo que se plantea hasta la fecha es un proyecto de bajo potencial, pleno de codicia y plagado de intereses”, apuntan.</p>
<p align="justify">La propuesta de los empresarios es que el presidente de la República designe un comisionado responsable, además de exigir que la propuesta de recinto portuario para Puerto Colonet tenga criterios de planeación del siglo XIX, al limitar el recinto portuario a una superficie de 3 mil hectáreas sin garantizar una reserva territorial.</p>
<p align="justify">Éste es un problema que tienen todos los puertos mexicanos proyectados en el siglo XIX, en los que no se incluyeron reservas para crecer y desarrollarse, y todavía puede ser distinto con Colonet. La propuesta es un recinto portuario de 20 kilómetros cuadrados de reserva territorial, localizados alrededor de la infraestructura de atraques.</p>
<p align="justify">Los empresarios también plantean que, como parte del costo del proyecto, se garantice que las eventuales licitaciones incluyan un porcentaje del 3 por ciento de la inversión para financiar el costo de estudios de ordenamiento territorial, uso de suelo, planeación de desarrollo urbano asociado al puerto y a la creación de infraestructura para los residentes del lugar.
